11-08-02 Update:
Windows XP has time service built in.  Use the Date/Time Properties and set the Time server to NTP1.pppl.gov and/or NTP2.pppl.gov.

I downloaded the NIS program, and installed the exe in the C/program file/NIST folder, and put the exe shortcut in ALL USERS 
startup folder, so that th server starts.

Harry says if you are on the domain it is automatic, if not you can go to
NTP1.pppl.gov or NTP2.pppl.gov
